When you create a Clarion# application that uses the FILE drivers and plan to deploy to an x64 Windows version, open the Project Properties and select the Build tab.

In the Advanced section of the Build tab, set the Target CPU to 32-bit Intel-compatible processor. This is required so that the OS can load the native Win32 File drivers.
